It is usually closed, but you can enter during the special admission in spring and autumn.
The best time to see autumn leaves is around late November to early December.
You are most likely to wait for 1 to 2 hours to enter on Sundays and holidays in autumn leaf season, and It is not unusual to see a line on weekdays as well.
